It should be noted that while keywords continue to have weight in some search engines, the big players (Google, Yahoo!, and MSN) don't pay too much attention to them these days. Still, from an architecture perspective, they help give clarity to developers for what each page will be focusing on, thus passing down to usability and search optimization indirectly.
On the other side, descriptions tags are hugely important when content is first indexed. It provides the little blurb that appears below your title in search results, giving people a little more push to visit the site. Careful copywriting in this area can send you a welcome boost in traffic. However, once a website is established, Google will take things into its own hands and assign a description based on what it thinks.
